The codewords didn't work on Bucky anymore. But that didn't mean remnants of his old programming weren't still echoing around in the back of his head, waiting for the right person to take advantage of them. To also take advantage of the dark, perverse fantasies Bucky couldn't get out of his head. HYDRA had corrupted him in more ways than one.
And Zemo was just the person to pick up where HDYRA left off.
