After all, it doesn't matter how a quirk is generated, but rather the circumstances that differentiate it from others.
The beliefs of humans have shown to dramatically impact the variance of quirks via vampires, werewolves, and other things that go thump in the night.
These are pretty complex, right? The information has to come from somewhere and the collective of human thought and emotion would do nicely.
