One of the last things Wally was expecting to see when he walked into the Watchtower den was a kid curled up on the couch, snacks scattered on the cushions as some show played on the massive TV.
“So...what’cha watching?” Wally asked. “Documentary on Superman,” he said simply. “My friend’s really into superheroes and we watch stuff about them and talk about the crazy crap people come up with. Like, there was this podcast that said Kryptonians had actually come to earth eons ago and created a whole empire under the earth’s surface and they’re just waiting until we’re developed enough to be worth conquering. Superman’s their secret ambassador, apparently.” Billy shrugged again. “I don’t think they’ve seen Superman trying to prepare for a speech before.”Wally finds Captain Marvel's "ward" Billy Batson in the Watchtower, and immediately finds himself attached to the kid.

Summary
Billy doesn't really understand why everybody is looking so serious and sending Superman so many sad looks. He thinks this is an adult thing, that he'll understand when he's older.
This meeting was made to talk about Superman's clone- which makes him jealous, he wishes he had a clone buddy too -and he doesn't know why everybody is so stumped.
He guesses as an adult among other adults, he obviously has to voice his own thoughts as well.
(Which, again, he thought was kinda obvious but adults were weird like that he guesses)
