Dick Grayson, Jason Todd, Timothy Drake, and Damian met one another before Bruce Wayne ever entered the picture. Foster care in Gotham isn't exactly safe, but the four of them know what they need to do to survive. First, don't draw attention to yourself. Two, don't bother foster parent because he doesn't care about you. And finally, the four of them are family, which means they stick together. These rules served them well for about four years and they expected nothing to change.
And then they ran into Batman.

“Too quick?” Derek asked, eyebrows raised. “I’m twice your size, kid.”
Dick shrugged. “So’s Bruce and we’re pretty much tied at this point, or at least according to the score board the kids started to keep for Saturday spars.”
“Saturday spars?” Derek repeated, following him towards the locker room.
Dick flashed him a smile. “What? Don’t have any weird family traditions?”
“Not ones that include hitting each other,” Derek said

Summary
Tim Drake has quite a few secrets. For one thing, he knows the identity of Batman and Robin. For another, he's an employee of the Soul Bureau, the entity in charge of organizing the afterlife. Tim's job is to host souls that have been lost before their time but are supposed to come back. When Robin dies at the hands of the Joker, Jason Todd's soul is assigned to Tim.
For someone who puts on tights to fight crime, Jason sure is critical of Tim's life choices. It's a good thing Lost Souls never remember what happened to them while they were dead, or he'd really be in for it once Jason comes back to life!
