I think part of it is the nature of the site and the content it hosts. I don't even want people to know I have this account; attaching my real name to the organization would be an extreme decision. That's with my personal status really only making a connection to the site an inconvenience to me. There's a lot of people out there for whom it could be a financial or even legal risk. It isn't too surprising then that the pool of candidates is fairly small and mostly comes from within the organization itself.
However, for me personally, I think that AO3 is being run pretty well. It's kind of hard to be upset about an "old guard" slate when there isn't much to be upset about. I know not everyone thinks that, but, there's always going to be people unhappy about how things are. The point is the site is accomplishing its core goal with minimal problems, so why should we really need people running on oppositional platforms? Leave that for when things hit the fan.

I thought board candidates had to come from within. They had to already be a part of one committee or another to even be considered. For example, I couldn't run for the board as I'm currently not on any committees (though I have thought about it. That conflict resolution committee doesn't look that different from admin-ing fan forums, and I've done that for decades). So before I could run for the board, I would have to serve on that committee or another one first.
