“Danzō-sama,” Iruka’s voice was slightly strained, “by law, you cannot enter this residence without my consent.”
“That law pertains only to civilians. In becoming a shinobi, you forfeited that protection. Come now, Sensei, you know this.”
“You will find that I am perfectly qualified and well-aware of my rights. That same law extends to those employed in government offices. Hatake Kakashi is not a criminal, and my current position grants me the ability to place him under my protective custody.”
“He is ANBU, and already subject to court-martial upon return for exposing his identity.”
“I processed his paperwork. His identity comes as no surprise to me.”
“You are playing a dangerous game, Sensei.” Danzō said, voice low and menacing.
Iruka’s voice showed no fear. “Perhaps I am.”
[i.e. Injured Kakashi crash-lands in his boyfriend's apartment, ROOT hot on his tail, and gets to listen as Iruka engages in a battle of wits to save his ass]

Naruto slowly dragged his notes off the desk and stuffed them into his bag. “I just can’t remember them all…”
“I have a challenge for you.” Iruka leaned forward and smiled. “If you can get your studies done by tomorrow afternoon, I’ll take you ice-fishing out on the bay on Sunday when I finish work. Kakashi might even come if he’s available.”
“Oh really? You’d do that?” Naruto punched the air. “I’ll study hard and get it done, Iruka-sensei!”
Iruka raised a hand in a soothing gesture.
“Just remember your goal. You can’t change the world if you don’t know what’s wrong with it in the first place. Your studies count, so make sure to pay attention. I can teach you in your classes and help when you run into trouble—but the rest, that’s on you.”
After a moment of hesitation, Naruto nodded.

Summary
“All I hear is a lot of chatter about a piece of land that Iruka-sensei has already made a decision on a long time ago.” Lazily, Kakashi leaned against his boyfriend, resting an elbow on the chunin’s shoulder. “What you’re really after is his seat on the lower council."
Several of the councilors shot to their feet, visibly offended, mouths open and ready to voice objection.
Kakashi raised his hands defensively. “Look, this is all a game—all of it. Who gets the power and the people behind it. But you’re missing the point. This is Iruka-sensei’s choice and I’m here to put my own cards on the table—whether you like it or not.”
“You’re making a fool of yourself, Hatake.” There was a warning to Lord Hiashi’s voice. “Your own clan is in dire straits—what do you have to offer besides a run-down shack and the White Fang’s disgraced legacy? Umino would be better off elsewhere—even facing bankruptcy and dismissal from the council—than tying his lineage to yours.”
[Kakashi just wants to take Iruka out for a birthday dinner. Instead, he ends up verbally sparring the clan council over the Umino Clan legacy]

Lord Danzō takes Kakashi hostage. In response, the Sandaime sends (unofficial diplomatic powerhouse) Umino Iruka to talk down one of Konoha's most powerful leaders and rescue the captured jōnin.
