"Dear Miss Summers,
Thank you for your application to the Littleroot Young Champions' Initiative. Eager new trainers like yourself are what make the future of Hoenn bright! Regrettably, our supply of starter Pokémon is limited, and so only a handful of applicants can be selected for this program. Your scores do not qualify you to receive one of the three…"
A dull ringing rose in her ears. She scanned and re-scanned the last sentence, as though staring at it would make it change, but it still said the same thing: "Your scores do not qualify you to receive one of the three starter Pokémon."
Well, there it was, the answer spelled out in black and white. She wasn't good enough, and that was that.

Hayley Summers is determined to become a champion. She didn't count on getting a rebellious fire hazard as a starter Pokémon, the class weirdo as a training partner, or a pair of ecoterrorists as her personal adversaries, but—what doesn't kill you makes you stronger, right? A failed novelist from our world with no knowledge of Naruto reincarnates into the body of a Kyuubi orphan. Thrust into a terrifying and unfamiliar world, Atsuko is content to languish in mediocrity as a career genin.
Bored, she spends her spare time rewriting stories from her old world - only for a publisher to snatch them up. Atsuko becomes a best-selling author built on a throne of lies. Good thing there's no such thing as copyright law in a military dictatorship...?
In which Atsuko shamelessly rips off the Western Literary Canon, is frog-marched into Konoha’s Intelligence division to become a spy, and accidentally steals Jiraiya's thunder. Not necessarily in that order.

Summary
These violent delights have violent ends, and all that glitters is not gold. Lysa is a terrible person doing terrible things, and deserves every terrible consequence that she will bring upon others and possibly herself as a result. Given that she's been reborn as a woman in Westeros, however, that's a price she's willing to pay. It's only gunpowder; what's the worst that can happen?
Or, a villain protagonist makes trainwreck life choices, therefore fitting in with everyone in this god awful world. Readers may rubberneck in hatred or fascination, at your own choosing.

Illogical? Maybe. But since when did reincarnation make sense? A better question; of all the nations in this godforsaken world, why the hell was I reborn in Iwagakure no freakin’ Sato? And right in time for the Third Shinobi War? Seems like I have two options. Become Iwa’s answer to the Yellow Flash, or pray for a second reincarnation. At least I have the power of the Gamer on my side…wait. I don't? GOD DA— [OC, Subversion of the Gamer Trope]
