Nine may not be his little brother, but he's still a version of Tails nonetheless. Sonic should know better. He's spent years tirelessly playing the older brother role to Tails, pushing his feelings for the kit down in the process. The same rules should apply when Nine corners him and presses his lips to his...but, Sonic's never been known for his good decision-making skills in the moment.
