    Clint didn't join the Avengers, not like Bucky had. He had some conflicting beliefs, he didn't want to be forced to leave his apartment, he didn't want to be on call to someone else's whims and be told who to fight without the full detail. It's too close to what he's broken away from.

    They know he'll be there if they need him, and he has access so he can show up when he wants to see his friends, but he isn't officially one of them.

    So it's slightly weird that the woman on reception appears to be pressing a panic button at the sight of him. It's slightly weird that the camera that usually flashes green when he catches it's sights is blinking amber. And mostly weird to see Kate's shock when she catches sight of him.
