Jihyo and Sana live in a world that is ranked by a number system. Number Ten's are the elites or high-ranking officials such as the president, and the Zeroes are at the bottom of the ranking system and are associated with criminals and outcasts. There are different tiers for the rankings and each rank mingles within their own tier. Zeros are Tier 5; Ones, Twos, and Threes are Tier 4; Fours, Fives, and Sixes are Tier 3; Sevens, Eights, and Nines are Tier 2; and Tens are Tier 1. There is a possibility to be ranked up but Zeros have a separate system from the rest, as they have to prove their loyalty to the government.
Jihyo was ranked number Six but was caught by the Trigs (Law Enforcement) after causing a disturbance of peace by protesting against the government and participating in a rebellion called the Anagrams. She is now number a Zero.
Sana is ranked number Nine because her dad is a CEO and her mom is a politician, Sana is the heir of her father's weapons manufacturing company. She believes the number system is shit and wants to fix the government and society. She meets Jihyo in unexpected circumstances.
