Summary
A surprise military coup by General Pepper remakes Lylat into a fascist empire overnight, and the only one who warned Fox is the last person he ever wanted to trust: Wolf. Thrown together as fugitives, their rivalry gives way to something else, until the regime abducts Wolf and rebuilds him into its perfect weapon, a killer devoted to a twisted phantom of Fox himself.
