    Team Rocket tests out a powerful new tool: an item that is supposed to not only let one control Pokémon, even those of other trainers, but also empower them. When the item is accidentally placed on Jessie, it turns out that it is even more powerful than they thought, able to control even trainers like her.
    Having the normally so bossy Jessie able to be made to do anything awakens something in Meowth. He decides to use the item’s powers to train Jessie as his Pokémon pet—both as a test run before presenting the item to Giovanni and for his own amusement.
