She almost doesn’t hear the actual answer. “And though I have no doubt a thousand people have given this answer before, I did nothing. I was doing my job, and then I was here. No trial. No sentencing. No crime to speak of.”

Summary
Phase three, even more nebulous, but kicks in should phase two go wrong. It involves as few people as possible navigating Piltover’s tallest tower to corner the heads of state in order to negotiate the official severing of Zaun and Piltover. The kind of negotiating that ends in a yes or the toppling of a government.
