Summary
The Chaos Gacha may not contain one of the greatest collections of building powers, but it does contain one of the best ways to catalyze and make its user generate conflict and to condition them to generate more conflict of their own free will while rewarding them. So, what happens when, in the same city where one of the greatest Tinkers would emerge, someone who doesn't even have any impact on the story receives the Chaos Gacha and a passenger very willing to drag them through the hell that Brockton Bay will become with a smile on their face? Chaos, uncontrolled, and not at all benign for this someone.
