He doesn’t really pay attention because every time he turns his head, he can feel where the skin of his neck feels sore and swollen from Sokka’s teeth, and then his imagination diverges from the council room and into somewhere far sweeter.
Even then, he finds himself rubbing at his neck, where he knows they are, just to feel the dull ache when he presses against them, so maybe he’s just as guilty for getting off on it as Sokka is for doing it.
Or, Sokka develops a thing for biting, and Zuko realises he really likes being bitten

Summary
So, here's the thing. The Fire Nation royal family descended from dragons.
Not in the sense that one of them had scaly tendencies a few million years ago, but in the sense that a dragon saw humans, decided it liked them, and took on the appearance of a human, only to be stuck in that form as punishment from the spirits.
The dragon didn't take it too badly, as he married a princess, had children, and his firstborn rose to power and became Fire Lord.
Zuko, however, had some very good complains to do.
(Where Zuko descended from dragons and has needs, and Sokka is a man on a mission.)

"Sokka had always given his partners some sort of space theme. It just felt natural. His late girlfriend Yue had been the moon. She seemed to almost rival it, with her white hair that always looked serene in the moonlight, and her bright eyes that could've rivaled the stars. And now, she was as quiet and still as the night, haunting Sokka's narrative like the moon haunts the sky. When she had passed, all Sokka could do to comfort himself was look at the moon. It weaned and waxed, but she'd always be back. Always. Sokka liked to believe that she looked over him in that way.
So perhaps, in order to truly look out for him, Yue gave him Zuko, the sun."
