It is January 2000. Hermione Granger is a trainee Healer. St Mungos has seen the light and has mandated home visits for those under house arrest following the trials of the Death Eaters and those associated with them.
So Hermione volunteers as a Healer/social worker/counsellor.
The Malfoys are alive. Lucius is in Azkaban, due to be released this year. Narcissa recieved a year of house arrest and even still is limited in her movements.
Draco... freshly released from Azkaban after serving 18months he has a mandated year of house arrest to serve.
