Summary
Katsuki Bakugou and Izuku Midoriya never bothered to try to enter UA, Only the best of the best could go. Bakugou's quirk was 'too destructive' to ever hope to become a hero. Deku doesn't even have a quirk to depend on.
On top of that, their parents let them roam around Japan without supervision and don't see the issue.
They are what's known as 'Toyoko kids'.
Somehow, during a charity event run by UA, they meet class 1A.
