The maesters were mistaken. No Targaryen rider has ever claimed it.But Valyria wasn't the only home of the Dragons, it was merely the last. And long before the doom there was another kingdom, devoured and absorbed by the freehold.
There is a reason Cannibal keeps eating Targaryen dragons.
