Julianna's preference--not that anyone cares--is to live out the rest of her days running her kingdom by herself. A king is completely unnecessary. She doesn't want a king ruling by her side, she doesn't want a husband she has to answer to, and she doesn't want some strange man sharing her bed. Sure, maybe she did want these things at one point, but life taught her that it was silly at best and dangerous at worst to expect vulnerability and love to not be taken advantage of.
So when she's faced with the choice of either finding a man to be king or losing her crown entirely, Julianna has to face the reality that her life plan is toast. Still, there's a small piece of her that is hoping to be proved wrong.

After an unsuccessful attempt at taking over one kingdom, Preminger decides that the only course of action is to pick a new kingdom and try again. He sets his sights on a kingdom that's rich with emeralds and a bounty of strong trade partners, and far enough from home that by the time news of his failed coup reaches said kingdom, he'll have already established himself as king, and nobody will be able to stop him.
All he needs to do is woo and marry the queen. How hard can it possibly be?
