In the dim light of the stars from the viewport, Garak watches Julian sleep and supposes it is for the best that Starfleet does not realize what a great and terrible weapon they have. They already know that Julian's enhancements make him formidable. But as it is, they do not realize the power that they could wield if they only chose to leverage it.
All it would take is for Julian to ask, and Garak would do anything.
