Valarr said nothing; he just stared at her as if he were seeing her for the first time. For her part, she didn't even flinch. She hadn't asked to be reborn in Westeros, nor to be married off to the heir to the heir to the throne.

He accepted because realised he has more people to care about. Those who around him need this chance to start over. And it is up to Billy to step back and be happy with just John. He still puts up a show in the White House. Makes people believe he killed Homelander.
warning: minor canon divergence because Terror died before Easter events. Billy makes a deal with Edgar about John.
