To him, Bilbo Baggins was a soft, power-hungry intruder who had bewitched the King.
Bruni had decided that the "Hobbit problem" required a permanent solution. He hadn't just used a drop of poison; he had used enough to fell a dragon.

Bilbo's hair has always grown very fast and as a Baggins, he takes pride in a neat apperance. No adventure is going to prevent him from keeping his hair trimmed! For a dwarf, however, talking about hair is very taboo, something you only discuss with family or a close lover. Cutting a dwarf's hair communicates great grief or unspeakable shame. That's why the Company are in despair when Bilbo keeps cutting his beautiful hair. They can't figure out why, when they've told him countless times his past doesn't matter to them...
