Did Judy actually even need him?
Did he really deserve to call himself a cop when he couldn't even get himself out of that room? He ended up beaten, abused, and forgotten in a cell somewhere while she did all the work.
Maybe he belonged on the streets after all. He was useless from his paws to his ears. All he was doing was making things harder for Judy. She probably could have solved the case faster if he hadn't been in the way.

Milton instead of sending Nick to the prison, he takes him to one of his mansions to try to get information from him, and it goes terribly wrong for Nick.
Judy finds him hurt and apologizes to him for not being there.
