Summary
The Shrine of Resurrection is Sheikah Tech, like every other great tool they had dug up before Ganon's return. Really, it shouldn't have been a surprise to find it completely nonfunctional, the Calamity's touch evident.
Throughout every Era and its corresponding Hero, there were none that Hylia had so utterly failed like the Hero of Wilds. The only course forward, Fi mused, was to take upon an act of completely independent thought and initiative. She could no longer take the role of a tool that followed the whims of its Master. Her presence, going forward, would be much more... involved.
There was little other option. Even if it marred the rest of Hyrule's history, and potentially doomed the future to failure, they would not survive tomorrow without it.

Zelda nodded along with Link’s words. “You’re right. We’ll need to secure the champions and their Divine Beasts. But the guardians… they will need to be dismantled. They hold a greater threat than the beasts. And… there’s the matter of getting my past self to unlock her sacred power.”
“And you unlocked yours when…”
“When I acted in love for you,” she finished, meeting his gaze. “We need to get our past selves to realize their feelings.”
“You’re saying we need to play matchmaker.”
“Yes.”
“For our past selves.”
“Yes.”
He dragged a hand down his face. “We’re doomed.”

Or: Post-ToTK Link and Zelda, happily married, are investigating a series of disappearances when they’re suddenly sent to before the Calamity. They take it upon themselves to save everyone from impending doom, which includes helping their past selves get along. It’s a lot easier said than done. Oh, and more people are disappearing.
