Gabriel said, “Procreation is not the only factor. He has created Lust along with it. It is the drive that will nudge His creations towards procreation. If not for lust, His creations would find no urge or need to reproduce. But Father does not control lust like he controls all else. Lust has been given a bit more… wiggle room, so to say.”

“Hah! S-shit!” Lucifer moaned.
Alastor watched Lucifer’s face with a strained expression.
Vox watched Alastor’s face with a grin.
“Is it the way he gets angry?” Vox goaded. Another wire was added with a squelch. Lucifer’s eyes watered. “Or is it the way he trembles? The way he cries?”
Alastor’s antlers were growing at an alarming rate. His eyes were constantly flickering to radio dials, while his shadow paced on the floor in distress.
“Vox…” Alastor warned. His ears were pressed down onto his head.

But it was his joy at the cost of theirs.

World War 2 has come to an end and the Axis Powers have won. They take their share, splitting up the world into pieces and claiming their territory.
But Third Reich, he wants more than just territory.
He wants the great United States of America, the kid who had it all. He wants to break him piece by piece, to tear down those walls of confidence and to strip him of all his dignity.

Heroes are inspiring and trustworthy. Infallible, no, but who looks at the camera then without some sort of agenda, right?
Heroes are the glue, the bridge, the example of society. They don't fall into oblivion easy,
Heroes don’t need to be saved.
Or: Pro Hero Hawks was raised by the Hero Public Safety Commission, to be the perfect Hero of the new era. To not only save the day and present a perfect image the public can fully, unequivocally put their trust in, a blueprint for the new rising standard, but to also be capable of whatever it takes to maintain safety and order in a chaotic society of ever changing Quirks and dangers.
Truly, whatever it takes.
But definitions such as good and evil, chaos and order, justified or abnormal, can change drastically depending on who is pulling the strings.

Summary
After his successful rally, it's brought to Vox's attention that his approval rating is much lower than he thought. Hellborn outnumber Sinners to a significant degree and could easily overwhelm the entire realm should they choose to. The divide between the two groups guarantees that they won't listen to anything the Vee's tell them, and they don't care enough about the threat of Heaven to join the fight. However, they do care about one individual: Their King, Lucifer Morningstar. With the threat of losing to either Heaven or the denizens of Hell, Vox has to change course to get his throne. He just needs to give them a common enemy, someone to bring the rage out of both groups to unite them behind him.
After all, there's more than one way to become a king.
Or: Charlie messes up and desperately wants to fix things. Lucifer suffers from the repercussions of her actions. Vox accidentally becomes obsessed with the man he's trying to manipulate, and Alastor realizes he may actually have feelings. Not that he'll ever admit to them.
