Summary
Kirk ends up finding out that Spock, despite his Vulcan heritage, is about as sexually promiscuous and unrepressed as they come. Still- if that's the case, why hasn't he ever extended the offer to sleep with Kirk? It could be for a number of reasons, sure, but the chief and most damning one is that Kirk just doesn't have a chance with the man he's been pining after for years.
So, Kirk tries to deal with it. Poorly. Until Spock has to all but spell out for him what they both very transparently need from each other.

Delicately tilting his head to the side to allow unimpeded airflow, Spock cannot help himself; he traces a finger along Jim’s plump lips, the complete lack of resistance to his touch strangely thrilling. There was no mischievous tongue darting out here, no press of a kiss; just the natural dampness of Jim’s mouth, and the soft puffs of air that regularly passed his lips.

McCoy was speechless for a few seconds, and when he finally spoke it wasn’t that useful.
“You want to know if Spock is interested in you. Romantically. If he would want to pursue a romantic relationship with you. Which you don’t already have.”--
Jim hits his head, loses his memory (temporarily) and asks Spock out on a date.
