At the urging of Commodore Jamitov Hymen following the fallout of Operation Stardust, the EFF forms an elite autonomous counter-insurgency taskforce known as the Titans to hunt down the Zeon Remnants and other anti-Federation movements within the Earth Sphere. This new organization's ranks were primarily made up of Earthnoid supremacists, most of whom harbored heavy anti-Spacenoid sentiments and were known to use intimidation tactics against their enemies and even standard EFF officers. Jamitov Hymen is promoted to Admiral and is established as the Titans' overall commanding officer, with his close colleague Captain Bask Om as the Titans' field leader.

The truth about Operation Stardust and the details of the Gundam Development Project are erased from official records. The charges against Lieutenant Junior Grade (demoted to Ensign) Kou Uraki are nullified and he is reassigned to the EFF Oakley base in Logan County, Kansas, near the site of the colony drop.

EFSF Lieutenant Junior Grade Eliard Hunter and Lieutenant Carl Matsubara, newly transferred to the Titans, are assigned to Captain Wes Murphy's Black Otter Platoon, the Titans Test Team (T3 Corps) responsible for testing prototype mobile weapons and gather data for the development of future Titans weapons, based aboard the Alexandria-class commander-use space heavy cruiser Aswan. Murphy pilots the RX-121 Gundam TR-1 [Hazel], Hunter the RGM-79CR GM Type C (GM Kai) High Mobility Type, and Matsubara the RGM-79SR GM Sniper III. Because team leader Wes Murphy is fond of rabbits, all the TR-series MS's assigned to the T3 Corps are named for heroic characters in the 1972 fantasy novel Watership Down by Richard Adams.

The Titans Test Team engages in combat as a unit for the first time. The T3 Corps rescues a supply ship from a Zeon Remnant force using MS-09R-9 Rick Dom IIs. Two RGM-79C GM Kai's of the supply ship escort team are destroyed and the third is captured and used against the Titans Test Team before being destroyed.

Side 4 is merged with Side 1 at L5, Side 6 is merged with Side 2 at L4, Side 5 (L1) is redesignated Side 4, and Side 7 is merged with Luna II. As a result, Sides 1 and 6 (Zahn and Riah Provinces) are in L5, Sides 2 and 5 (Hatte and Loum Provinces) in L4, Side 3 (Republic of Zeon) in L2, Side 4 (Moore Province) in L1, and Side 7 (Noa Province) (L3) Bunch 1 (Green Oasis) is established as an adjunct of Luna II in L3.
The Earth Federation commissions a joint EFF/Titans test team known as the "Cheshire Cats" MS Instructor Corps, stationed at the Pezun asteroid base in L4, responsible for testing new prototype mobile suits for the Federation and gather data for the development of the experimental artificial intelligence, the Advanced Logistic and Inconsequence Cognizing Equipment (A.L.I.C.E.).
Darry Neil Guns joins the Monotone Corporation in Side 2 (Hatte Province) (L4).

The T3 ship, the Aswan, docks at the Side 1 (Zahn Province) (L5) Bunch 25 colony to investigate reports of Zeon Remnant force activity. While Captain Murphy is testing the RX-121 Gundam TR-1 [Hazel] Full Armor Type inside the colony, he is attacked by four Zeon Remnant mobile suits led by former ZMF Captain Gabriel Zola: two MS-14F Gelgoog, a MS-09R-2 Rick Dom II, and a MS-06F Zaku II. He destroys a Gelgoog, but the other three mobile suits escape.

Captain Bask Om gives permission for the T3 Black Otter Platoon to continue testing of the RX-121 Gundam TR-1 [Hazel] High Mobility Type. The Titans Test Team receives the YRMS-106 Hi-Zack Early Type aboard the Aswan. Captain Murphy pilots the new YRMS-106 Hi-Zack, with the T3's Chief of Test Operations, Lieutenant Audrey April, taking over as pilot for the RX-121. The RGM-79SR GM Sniper III is damaged during renewed combat with Zeon Remnants.

The Bunch 30 Incident; A peaceful demonstration against the Federation's authoritarian rule was held in the Side 1 (Zahn Province) (L5) Bunch 30 colony, but it grows out of control. Captain Bask Om deploys the Titans to deal with the situation, with the Titans Test Team assigned to escort a transport ship to Side 1. The RX-121 Gundam TR-1 [Hazel] is damaged after an encounter with enemy forces. The Titans pump G3 Nerve Gas from the transport ship into the colony, indiscriminately massacring its 10 million inhabitants. In response, anti-government movements intensify. The Anti-Earth Union Group (AEUG) is organized, under the leadership of former Federation officer Blex Forer and composed of dissatisfied colonists, Federation soldiers who disowned the Titans, and several ex-Zeon officials posing as Federation officers. Seeking to reform the corrupt Federation government, the AEUG receives financial and technological support from Anaheim Electronics (who are also one of the Titans' key financial supporters) as well as backing from many space colonies and lunar cities.

The T3 Black Otter Platoon conducts another test of the YRMS-106+BL-85X Bi-Zack TR-2 [Bigwig] and its long-range beam cannon. The cannon unit malfunctions during the firing test and Lieutenant Carl Matsubara is forced to jettison it.

The T3 Black Otter Platoon battles Zeon Remnants near Konpei Island (the former ZMF asteroid base Solomon) in L5, destroying two enemy mobile suits. The upgraded RX-121-1 Gundam TR-1 [Hazel Custom] is reassigned to the team.

The Earth Federation launches the top-secret Project Zeta, a joint second-generation MS development project between the EFF and Anaheim Electronics with the goal of manufacturing the Federation's next flagship mobile weapon. However, unknown to the Federation government at the time, Anaheim starts supplying the AEUG with resources from Project Zeta.
Project Zeta secretly rollouts the second-generation mass-production attack-use mobile suit, the RMS-099 Rick Dias (codenamed "Gamma Gundam"), at Anaheim Electronics to bolster the AEUG's forces in their conflict against the Titans. After the Rick Dias' success, the AEUG contracts Anaheim with the development of a Transformable Mobile Suit (TMS).
The T3 Black Otter Platoon engages two RMS-106 Hi-Zacks of unknown origin.

EFF Lieutenant Maxim Gunar is assigned to the Aswan to test high-mobility equipment for the RMS-117 Galbaldy Beta. He proceeds to defect to the AEUG resistance group.

The Titans begin development of the RX-178 Gundam Mk-II, a direct successor of the famous RX-78 Gundam series from the One Year War, at Side 7 (Noa Province) (L3) Bunch 2 (Gryps) to test the effectiveness of the new movable frame technology in its use for future EFF mobile suits.

Project Zeta secretly begins development of two prototype mobile suits equipped with near full-sized movable frames for the AEUG: the MSN-001 Delta Gundam and the MSA-005 Methuss. However, due to technological issues, the Delta Gundam's movable frame lacked the strength needed to support its transformation system and its design is then simplified to the non-transformable, high-performance MSN-00100 Hyaku Shiki.

The T3 Black Otter Platoon receives the prototype transformable mobile suit, the ORX-005 Gaplant TR-5 [Fiver]. The Aswan is deployed to Earth orbit.
The Black Otter Platoon and the Gaplant TR-5 [Fiver] are transferred to the Salamis Kai-class light cruiser Izmir.
Three RX-178 Gundam Mk-II units are completed and begin testing at Side 7 (Noa Province) (L3) under the Titans' jurisdiction.
